Meeting Minutes

Sunday, March 11, 2007, 4:00 PM

 Crosley’s Banquet Center

 

Attendees:  Paul Atkins, Steve Gunno, Joel Halverson, Bob Merow, Anne Miller, Paul Miller, Tamara Riegel, Jeanette Shahan.

 

  1. Joel Halverson welcomed everyone and presided. 
  2. Proposed Zoning Changes- Guest speakers, Richard and Kathleen Sutter from the Suncrest Neighborhood Association were invited to provide information and background.  (provided handout)
    1. New zoning ordinance passed in January 2006, amended July 2007.
    2. Zoning map available on city web page under planning commission.

    1. Differences explained between zones R-1, R-1A, R-2, R-3.
    2. One explanation for the difference between R-1 and R-1A is that newly annexed land is typically changed from agricultural use to the less restrictive R-1, later rezoned as R-1A.
    3. Suncrest’s guiding principle for “professional services establishment” is that in residential neighborhoods, buildings should look like houses and have the activity of a house.
    4. New ordinance changes process to get conditional use (such as professional services establishment in residential neighborhood) so that planning commission approval is no longer needed.  The decision goes directly to the board of zoning appeals.
    5. Questions from group answered.
  1. Clean-Up Day April 21.
    1. Paul Miller will coordinate with BoParc and help with signs.
    2. We’ll meet at 10 AM in front of the Fishbowl.
  2. Social Day.
    1. Call for volunteers to organize and plan did not produce any.
    2. Discussion of date, place, and activities lead to suggestion to postpone social event until later in the summer, perhaps as a pre-back-to-school event.
  3. Yard Sale Day.  Rather than organizing an official Woodburn yard sale, it was suggested that we simply suggest the date of the annual Roosevelt Street yard sale as a day on which to have individual yard sales in the neighborhood.
  4. Blue-Line parking.  (Joel Halverson.)  More time is needed to address this issue, put on agenda for next time.
  5. Other business.
    1. Request for letter to be sent around on Louise Avenue about trash.  This topic was postponed because of Susan Eason’s absence.
    2. Next meeting tentatively scheduled for May 19, 2007.
    3. Dog-walking etiquette was suggested as a topic for next meeting.

§         Ideas for handling student dog walkers were discussed.

§         A university-wide email message to WVU students about Morgantown’s dog-related ordinances was suggested.
